The School of Economics and Management University are organizing a Workshop on "Measurement and Evaluation of Academic Research Performance: Policy Implications" at NIPE - Universidade do Minho, Braga, Portugal. The workshop will take place on June 21st, 2010, at Universidade do Minho.
This workshop aims at promoting discussion regarding the general topic of measurement and evaluation of academic research performance. In particular, we welcome papers that discuss the construction of rankings of economics journals and alternative ways to measure research in economics, papers that analyse trends, case studies and international comparisons in economic research and papers that discuss policies that can be used to improve the quality of researchers' scientific production. The organization of this event follows from an on-going project started more than 10 years ago where we make publicly available the information regarding the ranking of Portuguese researchers and institutions in the field of economics. Tracciare un bilancio delle politiche attuate in materia di lavoro dalla Regione Lazio per contrastare la crisi economica e far ripartire l’economia regionale. E’ questo l’ambizioso obiettivo della Conferenza Regionale del Lavoro, organizzata dall’Assessorato Lavoro, Pari Opportunità e Politiche Giovanili della Regione Lazio, con il supporto tecnico di LAit e Bic Lazio, che si terrà a Roma, presso lo Spazio Etoile, dal 26 al 28 gennaio 2010.
La Conferenza, strutturata in 6 tavole rotonde, affronterà i seguenti temi:
• I nuovi esclusi dal mercato del lavoro: gestione del precariato, transizione nel mercato del lavoro, politiche di reddito • Immigrazione: ruolo attivo nel sistema produttivo e seconde generazioni • Nuovi modelli di organizzazione e qualità del lavoro: come le donne cambiano il lavoro e come si investe in qualità • Sviluppo del territorio: sistema impresa e ruolo delle banche e fondazioni bancarie • Servizi del lavoro e sviluppo sistema informativo • Ammortizzatori e politiche attive: un nuovo sistema di Welfare
A ogni tavola rotonda parteciperanno, con contributi e interventi programmati, rappresentanti delle Camere di commercio, Centri per l'impiego, banche e fondazioni bancarie, agenzie del lavoro, Inps, Inail (direzione provinciale del Lavoro), commissioni di concertazione lavoro e commissione pari opportunità, parti sociali, organizzazioni imprenditoriali, associazioni, enti di formazione, università e sistema scolastico. Nella giornata conclusiva del meeting avrà luogo il convegno di chiusura, che presenterà i risultati dei tre giorni di dibattito.
La Conferenza Regionale è stata preceduta da 5 incontri sul territorio, mirati a condividere con le parti istituzionali e gli attori socio-economici a livello provinciale i temi guida della Conferenza di gennaio validandoli, integrandoli o modificandoli, e a raccogliere punti di vista, nodi critici, esperienze e proposte, contribuendo in tal modo a fotografare la situazione dell’occupazione sul territorio in base alle singole specificità.

Giorgio Brunello, Do Incentives to Continuing Vocational Training Matter? Evidence from Italian Regions
Abstract:
In this paper, we ask whether the economic resources mobilized in favour of continuing vocational training by Laws 236 and 53 in Italy have had a significant impact, both in terms of additional training among workers employed in the private sector, and in terms of higher earnings. We exploit an important discontinuity in the role played by regions in the implementation of these policies, which has generated useful variability between regions and over time in the resources allocated to training. We estimate that one additional euro per head allocated to training increases the expected number of cumulated days of training by 7.09 percent, and that adding one day to the stock of training can raise average annual earnings by 0.2 to 0.9 percent, within the range of the estimates found in the empirical literature. A prudential cost – benefit analysis suggests that adding one additional day of training to the existing average number of days increases the wage bill by 476 million (real) euros and costs 430 million euros in terms of real resources allocated by regions to calls for tenders. These estimates point to the presence of a positive surplus.
